about our speakers:

Albert Ramirez is the Director of Housing Services with the City of Ontario. He is a seasoned public administration professional with over 15 years of experience in local government, focused on housing and community development. He holds a Bachelor’s degree in Urban Studies and Planning from California State University Northridge, and a Master’s degree in Public Administration from California State University Long Beach. Helen McAlary is the Executive Director of Community Life and Culture with the City of Ontario. She provides visionary leadership and management to several city departments, including Housing Services, Museum, Arts & Culture, the Ontario City Library and Recreation & Community Services. Helen is a resident of Claremont, and a mom to two young boys and volunteers as a board member of a local community counseling nonprofit and in her local Soroptimist Club. Michael Allawos is the Mayor of the City of Glendora, and President/CEO of Allawos & Company, LLC. He was born in Norwalk California and lived in Downey, California watching the Apollo program being built literally in his back yard. In the late seventies, Michael's family moved to West Covina, where he graduated from West Covina High in 1980. Michael, his wife Cynthia and their two children moved to Glendora in 1999. Michael was elected to Glendora City Council in 2017. While currently serving as the Mayor of Glendora, he was also appointed Director to the Sanitation Districts of Los Angeles County and is a Council of Governments (COG) Board member. Michael has had a diverse career including founding a manufacturing company and an ERP software company, as well as a founding member bank principal and a leading political advocate in representing Los Angeles to the international business community.
William Lamas is the Homelessness Solutions Manager with the City of Victorville. William grew up in Victorville, where his small town experience during the 1990's included neighbors knowing one another by name. Since then, the city has grown exponentially, and has changed as a result. Now William helps address the impact that homelessness is having on his desert community. The local government has recently entered a public-nonprofit partnership that is rewriting Victorville’s path forward.
